Turtle Snorkeling on West Oahu: Ko Olina, Waianae and Electric Beach

Snorkeling with turtles on Oahu's west side: the boats from Ko Olina and the Waianae coast, what the spinner dolphin law allows, Electric Beach and the prices.

Updated November 2026

Oahu’s west side, the leeward coast from Ko Olina up past Waianae to Makaha, is where the turtle boats add dolphins. They leave from Ko Olina Marina or the Waianae coast, spend the first part of the morning looking for dolphins, then anchor in a sheltered bay to snorkel with green turtles and reef fish, in about three hours with lunch, from $139 to $194 a person (checked November 2026). The dolphins are for watching: since October 2021 federal law has banned swimming or boating within 50 yards of Hawaiian spinner dolphins near the islands. Electric Beach at Kahe Point is the west side’s shore snorkel, with strong currents and a lifeguard tower.

Ko Olina and its marina sit at the south end of the coast. North of it the coast road runs past Kahe Point, Waianae and its small boat harbor, and Makaha. The state’s boating division notes that off Waianae Small Boat Harbor a green turtle will occasionally swim by.

On Dolphin Excursions Hawaii’s trip, if no dolphins are found you can rejoin free, and a swim with dolphins is never guaranteed. Hawaii Nautical's promise is a re-ride, not a refund.

Dolphins: what the law allows

The rule, in force since October 28, 2021, covers Hawaiian spinner dolphins in all waters within 2 nautical miles of the main Hawaiian islands. Within that zone it is illegal to approach or stay within 50 yards of a spinner dolphin by any means, to swim within 50 yards of one, or to put a boat or a person in its path. NOAA explains why: spinners rest in calm bays near shore during the day. If a spinner dolphin comes to you, the law expects you to make no effort to engage it and to move away. The rule names spinner dolphins only; humpback whales have their own distance, 100 yards.

In practice that means a responsible west-side trip watches the spinners from the boat, and the snorkel is for the turtles and the reef. Book on the turtles, and count any dolphin as a sighting from the deck.

Electric Beach

Electric Beach is the name snorkelers use for the shore at Kahe Point, beside the Kahe power plant, which takes in seawater for cooling and returns it to the sea. No state or federal page describes turtles there, so this guide does not promise any. What the city does say: it opened a lifeguard tower at Kahe Point in August 2023, its lifeguards there deal with large groups of snorkelers and divers every day, and in the tower’s first month they made seven rescues, one of a snorkeler pulled out by the strong current. If you go, go on a calm day, stay near the tower and never alone.

The west side has a darker record too. From 2009 to 2018 Hawaii’s health department counted 54 ocean drownings on the coast from Yokohama to Ko Olina, 18 of them snorkelers, and most of the 54 happened between April and September.
